He had been an engineer for the military since 1836, working with the Corps of Engineers on many important projects. He was promoted several times and was made Quartermaster of the Union with a rank of Brigadier General. After doing an extremely successful job handling the supplies of the military, he is picked by Ulysses S Grant to lead the newly formed Department of Theoretical Affairs.
